The sunset folder is full, and members can't submit to the sunset 2 folder.
To fix this, go to Admin Area, click on "Manage Members", select "Members", scroll down to "On Gallery, Members:" and select "Show All Folders" then find the Sunsets 2 folder and make sure that under "Submissions to "Featured":" submissions are either subject to vote or are automatically approved! Hopefully that should fix it!

sunset folder is full!!
Yes, there is a Sunsets 2 folder - but not sure why people are getting the option to submit there...
it is not showing up in the options
